About The Division

The Data Division (DATA) of the HCA, within the Chief Operations Office division, is responsible for leading Data Governance strategy for the Agency; and leading the implementation, maintenance, and enhancement of the data management, analytics and reporting systems that inform Agency leadership in support of HCA’s purpose and goals, as well as for improving and monitoring agency and program performance to ensure accountability and alignment with all agency activities. Within DATA, the Enterprise Analytics team is the primary source for high level data analysis and information, responsible for facilitating policy design through data analytics, measurement and interpretation of data in support of statewide initiatives and policy development, as well as clinical research for Medicaid and PEBB programs.

The Analytics, Research and Measurement (ARM) team is centrally positioned within DATA to provide research, analysis, and consultation to improve the delivery of services that transform lives. ARM personnel work to provide policy makers and program managers with relevant data, analyses, and information to support innovations that improve the effectiveness of services for clients. ARM is focused on improving the delivery of health care services through providing access to clinical support tools, providing feedback tools, evaluation data, advanced analytics, and performance measurement.

About The Position

The Data Science & Informatics Specialist 2 reports to the Data Analyst Research Manager and provides high level analytic support using large volume health care claims. The data products generated by the position will be used for high profile, legislatively mandated public reporting statewide improvement initiatives, and internal policy and program decision-making. The position uses agency approved enterprise data tools with SAS, R, Python and/or SQL programming languages and visualization using PowerBi or Tableau.

This position is eligible for teleworking. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.
