The Attorney General's Office is recruiting for a permanent full time Data Scientist in the Medicaid Fraud Control Division. This position is located in Olympia, Washington, and is represented by the Washington Federation of State Employees (WFSE).

Data Science & Informatics Specialist 1 Salary Range 68: $84,984 - $114,264


The base pay offered will take into account internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience.

About The Medicaid Control Division

The work of the Office's Medicaid Fraud Control Division (MFCD) focuses on both criminal and civil law enforcement.

The 75% federally funded MFCD's mission is combating provider fraud, abuse and neglect in residential facilities and involving Medicaid recipients in non-institutional settings.


MFCD's Headquarters is located in Olympia, Washington with some team members also located at the AGO's Spokane Office and Seattle Office.

The Division currently has a staff of 60 FTEs, including attorneys, auditors, special agents, data analysts, clinical health investigators and professional support staff.


MFCD involves protecting not only the Medicaid program of roughly 13 billion dollars per annum, but also its most vulnerable persons, typically elderly persons in residential facilities or persons abused or neglected by a Medicaid Provider.

In many of our cases, there is no precedent so MFCD is consistently on the cutting edge of legal theories and issues.

The cases range from abuse and neglect of persons in nursing homes, large scale organized individual and corporate civil and criminal fraudulent activity to national whistleblower actions.

Our staff is a highly professional, fun and seasoned analytical investigative team. MFCD is unique in that all cases have an attorney, special agent, data analyst assigned with legal support. This, and the great people who make up the division, gives MFC a particularly terrific team atmosphere.

Duties and Essential Functions of a Data Science & Informatics Specialist 1:


Perform research, querying, and analysis of complex Medicaid claim and encounter data; and review financial, billing and healthcare records to identify and detect trends, anomalies and patterns indicative of fraud.

Assist in designing, writing and executing data queries utilizing SQL and other available programming language to query Medicaid data.
Assist in the designs and implementation of advanced statistical models and data algorithms.
Assist in investigative steps to identify, research and assess allegations of fraudulent billings and/or other issues.

Use developed SQL queries and software applications to conduct complex quantitative and qualitative analysis to identify potential fraud schemes for case development.

Analyze complex healthcare service claim and encounter data to determine utilization of complaint/allegation and respond to data requests.

Research Medicaid billing and program guides, policies, state and federal regulations; payment methodologies; billed medical, dental and social services procedure and applicable modifier codes; and diagnosis codes.

Research and understand medical coding systems and guidelines for CPT, HCPCS, ICD, DRG, EAPG, etc.; and the use and application of these codes to identify billing and coding irregularities.

Examine, analyze and research financial and billing documents; audit documents, and healthcare records obtained during the intake process, and/or collected from search warrants and Civil Investigative Demands.

Collaborate with senior data scientists to review analytical reports, spreadsheets, data visualizations and associated documents.
Maintain all reports, documents, spreadsheets, correspondence and other pertinent documentation in electronic format.


There will be a full training program to assist you with becoming familiar with the data and how to query Medicaid data.

Qualifications


Bachelor's degree in informatics, data science, mathematics, computer science, statistics, biostatistics, epidemiology, or a related technical or quantitative field, and one (1) year of experience performing data science or informatics data work.


Experience working in a specialty area, such as public health or healthcare; and/or working with data visualization software and programming may be desired.

Additional qualifying experience may substitute year for year, for required education

Preferred Certification:
Certified Public Accountant (CPA), Accredited Financial Examiner (AFE) or Certified Financial Examiner (CFE)

Skills And Abilities


Proficiency with Microsoft Excel, with the ability to develop complex spreadsheets with macros, multiple math functions, advanced filters, and links to external sources of information.

Basic skills and experience with medical coding terminology and systems (CPT, HCPCS, ICD9, ICD10).
Basic knowledge of medical billings.
Basic skills and experience with Microsoft Word, Microsoft Outlook, Microsoft Access; and experience with Adobe Acrobat.
Most desirable candidates will have working knowledge of RAT-STATS, SQL, and SAS.
Knowledge of financial/data analytics.

Conditions Of Employment


A background check consisting of employment history, professional references and educational verification (e.g., degree, license, or official transcript) may be conducted.

Retirement And Deferred Compensation

Employees also have the ability to participate in the Deferred Compensation Program (DCP).

This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.


Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.


Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis.

Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours.

Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month.

Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.


Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC or the applicable collective bargaining agreement (CBA).

Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.


Part-time employees accrue vacation leave hours in accordance with WAC or the applicable collective bargaining agreement (CBA) on a pro rata basis.

Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position.

Vacation leave accrual rates may only be accelerated using the rates established WAC

Note:

Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so.

However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave


Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave.

In addition, the employer may approve other available leave types for the purpose of bereavement leave.
