Job description: The USAID-funded WASH-FIN 2 project, implemented by Tetra Tech International Development ( ), is currently accepting expressions of interest for an Operations Manager.

Position Description: Aligning with (PREPARE) to help countries adapt to and manage the impacts of climate change, the U.S. Agency for International Development’s (USAID) global flagship water finance program, the Water, Sanitation and Hygiene Finance 2 ( ) activity aims to mobilize US$375 million by 2027 for climate-resilient water and sanitation services and strengthen at least 165 sector institutions and service providers. This program will mobilize funds from a mix of private investments, government appropriations, and user fees, and implementation will focus on addressing bottlenecks in the enabling environment, including policy, legal, and regulatory challenges. Over the course of the activity, WASH-FIN 2 expects to work in a total of 10 countries, with an initial focus on India, Ghana, and Kenya.

The Operations Manager is a member of the USAID-funded Water, Sanitation and Hygiene Finance (WASH-FIN 2) Project core operations team. The Operations Manager is the main point of contact for his/her assigned country office operations and is responsible for providing guidance regarding compliance, policies and procedures, and supporting WASH-FIN 2 country-office start-ups and close outs. The Operations Manager provides guidance and mentors staff to effect sound project management, fiscal and administrative due diligence and the development of individual capacities in the project’s country-based activity offices.

The Operations Manager reports to the Director of Operations. This position can be fully remote from a continental US-based location or hybrid/remote within a commutable distance to either one of our office locations in Burlington, VT or Arlington, VA.

Responsibilities:

  • Oversee and support operations (administrative/financial aspects of project management) in assigned WASH-FIN 2 Project country offices; facilitate corporate registrations; oversee annual filing requirements in the assigned countries.
  • Monitor country-based bank accounts, local accounting transactions, review regularly disbursement vouchers, QuickBooks entries and country financial reporting; act as signatory on country bank accounts as needed.
  • Ensure overall due diligence and that appropriate controls are in place in all fiscal management operations to prevent waste fraud and abuse.
  • Assist with writing and/or support the preparation of tender documents and preparing/ analyzing/reviewing bid matrixes and ensuring procurement processes are done in compliance with Tetra Tech procedures and USAID regulations; ensure proper drafting of purchase requisitions/purchase orders/services agreements and other compliance-related documents.
  • Assist in drafting/reviewing and issuing Requests for Quotes (RfQs) thoroughly detailing the specifications of the items to be procured, specifics regarding procurement timelines, delivery and other requirements of the procurement.
  • Develop local employment contracts templates, fringe benefits packages and policies per local labor law; support local recruitment of short- and long-term technical assistance.
  • Onboard and train local operations staff in assigned WASH FIN 2 country offices, on roles and responsibilities, overall WASH FIN 2 project structure and USAID/Tetra Tech administrative and financial management processes and regulations; address sensitive personnel issues in coordination with the Director of Operations, such as performance improvement plans and terminations of employment contracts.
  • Ensure local staff receives security briefings and training and comply with policies and procedures regarding staff safety; ensure compliance with necessary security assessments and coordinated emergency responses.
  • Assist Field Office Team, Global Contracts, Grants and Procurement Specialist, and Ops Director in preparing grants and local subcontracts following Tetra Tech processes and procedures and USAID regulations; assist the Field Office Team, Global Contracts, Grants and Subcontracts Specialist and Ops Director with grant and local subcontract management after award.
  • Lead country-based close-out activities ensuring all closeout actions and activities are planned well in advance and are compliant with all Tetra Tech standard operating procedures (SOPs), local laws, the project contract, and client rules and regulations.
Minimum Qualifications:
  • Bachelor’s degree in economics, finance, administration, business, or other related field; master’s degree preferred.
  • Minimum seven years’ professional work experience related to operations, logistics, and/or general financial management.
  • Minimum five years’ experience related to USAID-funded programs, preferably of similar magnitude and complexity.
  • Knowledge of USAID rules and regulations and ability to find these regulations on-line.
  • Budget development, structuring, projections, expenditure tracking skills.
  • Excellent communication skills.
  • MS Office Suite knowledge at a medium to advanced level.
  • Fluency in English.
  • Self-motivated and able to work with minimal guidance to achieve results.
  • Ability to travel 25-30% of time to developing countries.
  • Strong cross-cultural relations and inter-personal communication skills.
  • Demonstrated ability to multi-task in a high-pressure work environment and work well in multi-disciplinary teams.
  • Current US work authorization is required at the time of application.
Preferred Qualifications:
  • Start-up and close-out experience on USAID-funded projects.
  • International field experience.
  • Proficiency in QuickBooks and Salesforce.
  • Fluency in another language of WASH-FIN portfolio countries, especially French.

Expected salary: $78000 - 117000 per year
